* Renewable Energy: Increasing energy efficiency and decreasing dependence on expensive imported oil represent major business opportunities. For the first time, a full track of four breakout sessions will be devoted to these projects. Over $45 billion was appropriated nationwide as part of the recent stimulus legislation for renewable energy and energy efficiency projects.
* Large-scale public infrastructure work, especially construction projects associated with the military construction on Guam: As part of the historic realignment of the 3rd Marine Expeditionary Force, 8,000 Marines will be relocated from Okinawa to Guam. This will require over US$14 billion in new construction and procurement for infrastructure, as well as services to support the enlarged base. Construction is slated to begin in 2010.
* Tourism of all kinds: These areas are among the most pristine and beautiful islands in the Pacific, if not the world. They offer a wealth of opportunities for small and large-scale hotel/resort development aimed at a wide range of clientele. The Pacific Asia Travel Association (PATA) is helping plan the tourism track at the conference with the goal of increasing tourism opportunities on the islands and attracting more visitors.

Work Comp Bills Hearing on Tuesday

The House Labor Committee has already scheduled two workers' compensation bills that crossed over from the Senate. These bills are moving fast! If they pass the Labor Committee and the Finance Committee schedules them right away, the bills could be sent up to the Governor's office during session, meaning if the Governor vetoes the bills, the Legislature could still override the bills during session. The bills are:
SB 62 Workers' Comp (IME)
SB 695 Workers' Comp (Uninterrupted Medical Treatment)
These bills will be heard on Tuesday, March 3 at 10:00 a.m. in Room 309. Please encourage your members to submit testimony. Please feel free to use the Legislative Action Center website (http://www.cocaction.com/mx/hm.asp?id=LAC), which will enable your members to submit testimony instantly.

State Legislature is Increasing Taxes!
Dear Businesses and Members: I am forwarding main Chamber's email alert for your action.
"Hello all, Just wanted to give you a heads up on two tax-related bills scheduled for hearing on Thursday at 3 p.m. in the House Finance Committee. HB 1742 is a bill that will repeal certain general excise and use tax excise exemptions and exclusions. It also reduces the tax rate on sales to the final consumer from 4% to 3.5%. The bill would impose GET on wages, which are currently exempt. This would be imposed on gross wages, without any offset for deductions. It would therefore amount to the equivalent of a huge income tax increase.
My guess is that the tax burden of the imposition of GET on wages would be greater than the benefit of a reduced rate on retail purchases. Moreover, this increased tax burden would fall entirely on Hawaii residents, while visitors would just enjoy the benefit of the lower GET on retail purchases. Many of our organizations as well will be affected because this bill will remove the GET exemption from non-profit organizations.
Additionally, the bill eliminates the exemptions for non-profit hospitals, cemeteries, sale of prescription drugs and many other exemptions. Real property sales and sales of stocks and other securities which are now exempt, would become taxable for any business entity or individual engaged in a trade or business.
Finally this bill will impose the GET on export sales. HB 1548 is an omnibus tax bill to provide tax equity and stimulate the economy by increasing general excise tax rates, reducing the income tax rate and establishing a hotel and renovation tax credit. This bill increases the GE Tax by ½ %. We will not support the bill, however we will note that if it passes, then we will provide input as to what would be workable and fair.
I do not have a sample testimony to provide you as I am currently working on it, but if you can, please submit testimony regardless if it's a short letter. Siren test
Aloha Members,
We need “spotters” (actually “listeners”) to help determine where the new localized sirens can be heard. The Dept of Emergency Mgmt is setting up a warning system that can be given to localized regions, as opposed to the whole island. This will help if Waialua and Haleiwa need to be warned about flooding or Wilson Dam breaking.
Please complete and send the form back to Alenka for Thursday morning’s test. If the dam were to break, it is predicted that both Haleiwa and Waialua would be severely compromised/ damaged.

Pipeline Pro hoping to run today with 18-foot surf expected
The North Shore surfing scene was relatively quiet throughout the month of January, so several events are hoping for a rise in February.
Among the contests that could run this month:
• The HIC Pipeline Pro Trials men's surfing contest is expected to run at the Banzai Pipeline today, organizers announced late yesterday.
• The Turbo Pipeline Pro bodyboarding contest has a holding period of Feb. 16 to 27 at the Banzai Pipeline.
• The Quiksilver In Memory of Eddie Aikau Big Wave Invitational and the Bank of Hawaii North Shore Tow-In Championship are still awaiting for a giant swell to hit O'ahu.

Hidden gem on North Shore worth the effort
One of the island's most unique hikes, Kealia Trail and Access Road is also one of the most overlooked and unappreciated.
Sure, it's something of an acquired taste, but while its profile may not sound particularly attractive — a seemingly endless series of switchbacks at the start; steep climbs up a broad dirt trail; and close proximity to a popular hunting area — it does offer a great, elevated perspective of the activity around the bordering glider port, a safe but worthy challenge for trailrunners and other fitness buffs, and stunning views of Makua Valley and the Wai'anae Mountain range for hikers who don't mind also glancing at wire fences, shot-riddled hunting signs and an occasional water tank.

Waialua Little League
The final opportunity to register for the 2009 Waialua Little League season will be this weekend.
Waialua Little League will have tryouts for the Minor League this Saturday and Sunday, 9 a.m. to noon, at Puuiki Park in Waialua. This will al so be the last opportunity for children ages 5 to 12 to register to play in the upcoming season. Teams will be established in the next couple weeks and practice will begin in early January for Tee-Ball, Coach Pitch and Minors. Opening Day will be February 7, 2009. The Majors season will begin in April, but registration for this division will remain open until the end of March.

1. The North Shore Map. This is YOUR map. This is designed to support you folks and drive business to you. Dole Plantation has a coupon on their ad and they find that it works! So don’t miss out on signing up again. Last time I checked, our map cost much less and we print every 6 months instead of 9 mos. like the Map Guys.
2. I received quite a few calls about the enforcement of the Sign regulations and other issues that’s been going on recently. And, no, the Chamber did not make the complaint! We support our members and definitely try to educate you all about the sign and other regulations, but we would not complain. The City’s enforcement is complaint driven; they don’t make routine sweeps. We are working to have the City wait until after Christmas to proceed. Keep your fingers crossed.
3. For those of you who have not paid your dues yet this year, we now have the option of paying in 4 installments of $40 or you can still pay the whole $150 at one time and save $10. Membership dues are the main way we survive and we appreciate all your support. Remember, we are a 501 c 3 so dues and donations are tax deductible. I know most of you don’t need tax deductions this year, but it doesn’t hurt that they’re deductible. Contact Wendy at our office if you would like to do the installments.
4. Finally, on behalf of the Board of Directors and myself, I would like to wish all of you a wonderful Christmas. Most of all, we wish you a prosperous New Year’s. Thank you for all your support over the past year. We’ve made some real progress this past year and I look forward to working with all of you this next year to make even more.

Mayor to inspect storm damage
Mayor Hannemann and other top City officials tomorrow will personally inspect areas damaged hardest by yesterday’s storm.
“It is very important that we have a clear understanding of the scope and magnitude of the damage as we transition from response to recovery operations,” Mayor Hannemann said. “We also want to reassure people affected by the storm that this situation is a top priority.”
Accompanying Mayor Hannemann for the “Windshield Damage Assessment” will be City Managing Director Wayne Hashiro and Department of Emergency Management Director Mel Kaku.
The team will depart from Honolulu Hale at 9 a.m.
The City has al ready initiated damage assessment operations in conjunction with State Civil Defense and the American Red Cross, and is requesting that residents assist in identifying types of damage and assistance needed.
The City has al so established a speci al hotline for residents to report damage and assistance needs following yesterday’s storm.
The hotline number is 768-4385. The hotline will be staffed at the following times:
• Friday evening to 9:00PM
• Saturday and Sunday from 8:00AM to 4:00PM
• Monday thru Friday from 7:45AM to 4:30PM

Christmas Party Venue Changed to Turtle Bay Resort

The deadline to get your payments and guest lists in has been extended to this coming Saturday the 29th at the end of the day. Our final head count is due first thing Monday. There are still tables and individual places available to honor Gary Anderson, Joan Gossett and the Haleiwa Arts Festival as well as others who have made a difference in our community.
As most of you know, there was a rock slide in Waimea Valley Park that shut the park down. So, Turtle Bay has graciously agreed to have the party there and they have been extremely accommodating to us in the process! We’re very excited about having it there. The one change is that there will be $3.00 charged for validated parking. Please spread the word to all your guests if you bought a corporate table. We apologize for any inconvenience, but we had no control over this.
Auction Donations:
We have all kinds of great items that will make wonderful Christmas presents donated already. Special items include: Turtle Bay packages, a Giclee by Gonzalez from Tabora Gallery Outrigger, a signed 2006 Kokua Festival framed (Koa) poster by Ilona Hemperly, Koa framed Wyland posters, a custom Mike Casey Strong Current surfboard (raffle), and a place next to Santa in the Haleiwa Town Parade. Christmas is just around the corner and we’re busy getting ready for it with our Christmas Party and the Haleiwa Town Parade. We hope that you will work with us to make the town look really festive and drive those customers into your store.

The North Shore Chamber of Commerce’s annual “Christmas in Historic Haleiwa” event is on Friday, December 12th. It will consist of the Christmas parade starting at 6 PM, Photos with Santa at the North Shore Marketplace from 4:30 to 5:30 PM and after the parade until 8 PM. The parade will include at least 40 units. We also encourage the merchants to offer specials, sidewalk sales/events and demonstrations and stay open until 9:00 PM especially that night.
The purpose of this event is to bring shoppers to your business! We want to encourage locals to shop here while inviting the rest of the island to enjoy doing their Christmas shopping in Haleiwa also. Support our “Buy Local” campaign by buying your Christmas gifts from neighbor North Shore merchants and save on your carbon footprint too! If we all support one another during this economic slump, we will make it through with flying colors.
HOW MERCHANTS CAN PARTICIPATE:
• Dress your store up in lights by November 29th for the Haleiwa Art Walk right after Thanksgiving. The lighting is getting better and better every year. The town really looks so festive every year! We still strive for 100% participation and there will be prizes again. If the whole town is lit up, people will come out to see it and bring business with them. We will be listed in the Honolulu Advertiser’s Drive Guide for Christmas Lights list again this year.
• Have extended holiday store hours. We would like to see the stores stay open until 9 PM the night of the 29th and the last two weeks before Christmas from December 10th to the 24th. If we want to encourage locals to shop at our stores, we need to stay open at least an hour or two after they get back from work from Honolulu, which is often not until 6 PM when our stores are closing.
• Be a donor. We need monetary donations of any size to help defray the costs of insurance, printing, and candy for Santa to give out, etc. We also need prizes for the lighting contest. Donations to the Chamber are completely tax deductible and are much needed to support our many efforts. Make your check out to the “NSCOC” and mail to the above address.
• Have a sidewalk sale and/or demonstrations/events the day of the event. This was chosen by the merchants as the best way to advertise the town. If you plan to have an in-store special or event, please let us know about it so that we may include it in our press releases. Send us your information by email or fax by November 30th.
• Advise customers to arrive and park in Haleiwa by 5:30 pm and that the parade will be over around 7:00 pm to avoid not being able to get to or from your place of business due to the street closure for the parade.

Support Local Agriculture and Help Keep the Country Country! Experience a Taste of Waialua
Island X Hawaii and Coffea Consulting will host a gourmet tasting event at the Old Sugar Mill in Waialua on November 22, 2008.Shawn Steiman, author of The Hawai‘i Coffee Book: A Gourmet’s Guide from Kona to Kaua‘i and owner of Coffee Consulting will lead a coffee cupping (professional tasting), followed by a book signing. Together with Bill Martin of Island X Hawaii, Steiman has also arranged for a gourmet sampling of food items produced in Waialua.
The coffee cupping kicks off at 10:30AM, the tasting event at 11:30AM. Tickets to each event are $10, or purchase admission to both for $15. Seating is limited, so reservations are a must. The cupping event can accommodate 15 people, and the tasting seats 30. Tickets are available through Island X Hawaii, (808) 637-2624 or islandxhawaii@msn.com.

Event offers tours of North Shore artists' studios
The quiet communities stretching from Pupukea to Mokuleia will be transformed into a giant art colony as thousands of people gather to participate in the The 5th Annual North Shore Artists Studio Tour, Nov. 15-16, from 10 a.m. to 5 p.m...

Jeff and Carol Lee, Margo Goodwill, Jay Marr, Bill Braden, J Forest Ocean Bennett and Bernie Moriaz.

Slammin'!
The biggest swell to hit the North Shore so far this season dazzled spectators and gave surfers a warm-up yesterday for what they hope will be more surf to come.Honolulu lifeguards said waves hit about 30-foot face heights at Waimea Bay in the morning and 23-foot heights at Sunset Beach.

Annual Christmas Party and Auction
Dear Business Owners,
The North Shore Chamber of Commerce will be holding its Annual Christmas Party and Auction Thursday, December 4th, 2008. The funds raised will go toward supporting the many programs of the Chamber.
As part of this event, there will be a silent and live auction, for which we are asking donations. We hope that you will support this worthy cause by donating goods or services to the Chamber. Attached is a donation form, which must be filled out and accompany the donation to accurately describe and price the item.
You can fax the form to the office at 637-4556 and then we will arrange to pick up the item(s). If you need more information or have questions, please call Antya at 637-4558.
